Quota Free Scheme for Hong Kong private cars travelling to Guangdong via the Hong Kong-Zhuhai-Macao Bridge

The "Quota Free Scheme for Hong Kong private cars traveling to Guangdong via the Hong Kong-Zhuhai-Macao Bridge" applies to Hong Kong vehicles entering Guangdong Province via the Hong Kong-Zhuhai-Macao Bridge. Vehicles must be registered in Hong Kong and have valid and temporary entry motor vehicle licenses. The owner is an individual and non-commercial small passenger car with no more than 6 meters long and no more than eight seats (including the driver) in seating capacity. Approved applicants can stay in the Guangdong Province for up to 30 consecutive days each time they enter the Mainland, and the total number of days they can stay each year is at most 180 days. Vehicles should also obtain proper insurance coverage for the satisfaction of the Scheme.

Appropriate insurance arrangements shall include the following sections, and the Policyholder must purchase or already has a Hong Kong Motor Insurance Policy with The Pacific Insurance Co., Ltd. under the Hong Kong Section before the application of the HZMB Hong Kong Cross Border Motor Vehicle Mainland Compulsory Traffic Accident Liability Unilateral Recognition Insurance(交強險)and HZMB Hong Kong Cross Border Motor Vehicle Commercial Insurance(商業險)under the Mainland sections.

1. Hong Kong Section – compulsory third-party liability insurance or comprehensive insurance (third-party liability insurance is mandatory, which must be purchased) and to be insured by The Pacific Insurance Co., Ltd.;
2. Mainland Section - HZMB Hong Kong Cross Border Motor Vehicle Mainland Compulsory Traffic Accident Liability Unilateral Recognition Insurance(交強險)(Mandatory, which must be purchased) and to be insured by Taiping Property Insurance Co., Ltd., Shenzhen, PRC.
3. Mainland Section - HZMB Hong Kong Cross Border Motor Vehicle Commercial Insurance (商業險)(optional but highly recommended owing to the relatively low sum insured limit of the Mainland Compulsory Insurance)and to be insured by Taiping Property Insurance Co., Ltd., Shenzhen, PRC.

HZMB Hong Kong Cross Border Motor Vehicle Mainland Compulsory Traffic Accident Liability Unilateral Recognition Insurance(交強險)
It is compulsory third-party liability insurance and is to compensate for the death, bodily injury, or property damage caused by a traffic accident of the Insured Vehicle (not including passengers and the Insured/ Policyholder onboard the Insured Vehicle).

HZMB Hong Kong Cross Border Motor Vehicle Commercial Insurance(商業險)
It provides coverage to third-party liability insurance and vehicle personnel liability insurance to third-party. The Insured/Policyholder may choose full coverage or one of the insured items.


Third-party Liability Insurance refers to the Insured or Authorized Driver who has a traffic accident while using the Insured Vehicle, causing death, bodily injury, or property damage (excluding the personnel onboard the Insured Vehicle and the Insured/ Policyholder) to third-party.
- Third-party liability falls under applicable laws and/or regulations;
- A top-up to the HZMB Hong Kong Cross Border Motor Vehicle Mainland Compulsory Traffic Accident Liability Unilateral Recognition Insurance(交強險)for liability that exceeds its insured limits;
- Minimum insured limit is RMB 2 million, and different limits of RMB 2 / 3 / 5 / 8 million and up to RMB 10 million are also available.;

Vehicle Personnel Liability Insurance refers to the happening of a traffic accident when the Insured/Policyholder or Authorized Personnel are in the use of the Insured Vehicle, causing death or bodily injury to third-party to personnel(s) onboard the Insured Vehicle or boarding of alighting from the Insured Vehicle.
- Third-party liability falls under applicable laws and/or regulations;
- The determination of the insured limit during the insurance application process. Currently, different limits of RMB 10K / 30K / 50K, and 100K are also available;
- The number of insured passenger capacity, not to include the authorized driver;

Applicable to 2) & 3)

Exclusion List
The Driver does not have driving license / Drunk driving / The Insured Vehicle caused accident after being stolen / The Insured/Policyholder/Authorized Driver causes traffic accident on purpose
The victim(s) of the accident purposely or intentionally caused the accident
Loss or damage to properties onboard the Insured Vehicle and owned by the Insured/Policyholder
Losses due to a traffic accident that leads to victim’s suspension of business / driving / power supply / water supply / gas supply / production, communication disconnection, data loss, voltage instability and the depreciation of the victim’s property
The cost incurred for arbitration or litigation following the traffic accident
The judicial responsibilities that may incur under the Laws of Hong Kong SAR

The maximum insurance period is one year. Short-term policies are available with the premium being calculated on a pro-rata day basis (less than 30 days are being charged for 30 days as a minimum);
Policyholder must inform The Pacific Insurance Co., Ltd. if, during the Insurance Period, any modification or installation of extra/additional equipment/ parts to the Insured Vehicle;
In case of termination of the policy before its natural expiry date, the Policyholder has to return the insurance policy and/ or insurance sign (if any) to The Pacific Insurance Co., Ltd.;
If the policy is cancelled before its natural expiry date, a refund premium will be made based on the number of “unused” days;

Policy Termination/Cancellation
- If the policy is cancelled before the date of policy inception, the settled insurance premium will be refunded in full but subject to an administrative fee;
- If the policy is canceled before its natural expiry date, a refund premium will be made based on the number of “unused” days but subject to minimum charge of 30 days’ pro-rata premium;
The Insured/Policyholder has the right to terminate/ cancel the policy, subject only to the following situations, with premium refunded based on methods of calculation as above-stated:
- The Insured Vehicle has been deregistered by the Hong Kong Transport Department according to the Law of Hong Kong SAR;
- The Insured Vehicle has applied for vehicle lay-off at the Hong Kong Transport Department;
- The Insured Vehicle has been confirmed lost under the Ministry of Public Security of the PRC or the Hong Kong Transport Department;
- The temporary entry vehicle license entering the Mainland of the Insured Vehicle has been revoked by the Ministry of Public Security of the PRC;
- The Traffic Administration Bureau of the Ministry of Public Security of the PRC not accepting the entering and exiting from the Mainland of the Insured Vehicle;
- The ownership of the Insured Vehicle has been transferred;

Premium Settlement
Policy premiums for the HZMB Hong Kong Cross Border Motor Vehicle Mainland Compulsory Traffic Accident Liability Unilateral Recognition Insurance and the HZMB Hong Kong Cross Border Motor Vehicle Commercial Insurance can be paid in Hong Kong dollars based on the current exchange rate between RMB and HK dollars, even though claims are being settled in RMB.
